if you click on it there’s a comment on the Flickr page suggesting it might be part of a lathe, but it seems like the rotor is attached to an arm rather than something that would be suitable for clamping a piece of wood. here’s a good picture of an actual lathe for comparison:

My initial response was that its an over sized cowboy revolver. But then I saw the pump on the side. The barrel looks like some sort of motor/rotor.

since i can’t give you a real answer, i’ll say it’s an Uranium PU-36 Explosive Space Modulator (in a second there will be an Earth-shattering kaboom)

Maybe the location has something to do with it. Since it looks like something that should explode like a cannon, maybe it’s “passive postal”
