I always want to give people the benefit of the doubt. Maybe they just installed that mailbox a few days ago, they plan on painting it tomorrow. Perhaps the concrete isn’t quite dry yet. It could be that they’ve run on hard times, and don’t have the money for a gallon of paint this month.

Then I drive by a few weeks later, and it’s still like that. So, maybe they’re just lazy.
